I have never seen an art piece have the date labelled with "possibly." Not circa 1916, not created in the 1910s, not early 20th century, but this was either done in 1916 or maybe it wasn't.
While this scene is filled with intricacies, it does not feel like the artist was bogged down in the details. It gives the vibe that Peterson was moving quickly and illustrating the details that jumped out at her, but it doesn't appear she was not overly studying the details. This is an impression of a New York boat dock that captures specifics less literally and more emotionally as it creates a feeling more than a reality.
